Military Student Loan Repayment?

I'm going to a community college for now and I'm transferring to a University next year. I've been given $10,000 in SLR from the Army and I'm wondering how the heck all that works. Once I get approved, can I get as much as I need whenever I need it, or what? These idiotic websites can't answer anything without all that extra mumbo jumbo crap.
