Y&R fans....I have a question about Billy.....?

I remember him when he was last on the show...different actor....but, I don't remember him being such a ladies man? They act like he has always been that way...but, I remember he was absolutely in love with Mackenzie? He was going to marry her. I don't remember him being a male ...I guess you can say male ? I want him and Chloe together...and with all the rumors I am hearing about Jill not being Mrs. C's daughter....what's going to happen with him and Chloe then, when Mackenzie comes into town...I heard they hired somebody to play her, she is supposed to be returning. Thanks all, just had a few questions that have been bugging me!
